DIHE receives Permission from the Ministry of Higher Education of the Islamic Republic of Afghanistan.
The DIHE received official permission to set up as a university from the Ministry of Higher Education of the Islamic Republic of Afghanistan at a special ceremony which was held int the Ministry of Higher Education’s Conference Hall on 11 August 2009.

The ceremony opened with the recitation of a few verses from the Holy Qur’an. His Excellency, Mr Mohammad Azam Dadfar, the Minister of Higher Education welcomed the DIHE to the country’s higher education family. In his speech he said “With the development of the private higher education institutions, of which there are now 19, there is a great opportunity for academic competition, which can only be a good thing for the future of Afghanistan.” he added: “private higher education institutions are the only hope for the younger generation of Afghans, because these institutions, by offering excellent facilities and modern equipment, are our partners, working together with the Government to provide a first-class education, bringing hope and opportunities to the country.”
At the end of his speech, His Excellency added: “Our today should be better than our yesterday and we are now working towards the betterment of our tomorrows.  We believe that by presenting an excellent quality of education with better services and real competition the near future is looking better already.”

This speech was followed by that of Professor Rasheeq, the Head of Solidarity of Academic Affairs at the Ministry of Higher Education. “The Ministry of Higher Education is endeavouring to prepare many facilities for improving the standard of higher education and to develop these Institutions,” he said.

After Professor Rasheeq’s address, the chairman requested Mr. Djawed Sangdel, to address the assembly.  Mr..Sangdel, Chancellor and Founder of DIHE, expressed his gratitude and appreciation for the cooperation of the Ministry of Higher Education in recognizing the value of DIHE and granting permission for it to open its doors.

He said: “Three main factors are necessary for the progress of an educational institution.
1- the level of tuition and experience of its teachers which must be the best available
2- the necessity for an educational institution
3- the demands and learning abilities of students

DIHE has achieved the first aim by attracting experienced professors both locally and from abroad.  As regards the second aim, DIHE has installed and prepared all the facilities required from a quality learning provider and, to meet the third aim, our plan is to provide high-quality education with modern and up-to-the-minute knowledge to the students. Moreover, our ambition is that our students should not only think about finding a job; they should be creating jobs for others.”

Mr. Sangdel went on to say: “DIHE is able to draw on the experience I have acquired in running the UMEF in Geneva, Switzerland and we offer our assurance that this international model will be the model that DIHE will use.”

Mr. Sangdel, expressed his appreciation of the humanitarian action of the Azizi Bank’s Board of Directors in offering DIHE students who have financial difficulties a six-year long-term loan. This loan will allow even more students access to an education to which they would otherwise not have been able to aspire.

Sultan Zoi, the representative of the people in the National Council of Afghanistan, said: “Reconstruction and rebuilding are the most important components of a country and educational institutions are the only organizations that can cooperate in this sector. These institutions must use new technology and open up access to knowledge to all students.” DIHE is proud of the fact that all students will have access to brand new computers and broad-band Internet access has already been installed.

At the end of the ceremony the licence to act as a further education learning provider was granted by His Excellency Mr. Dadfar, the Minister of Higher Education, to Mr. Sangdel, the Chancellor and founder of DIHE.
